Community meeting about Arklow Road ball court

A community meeting is being held this Thursday for people who are interested in campaigning to save the ball court on Arklow Road. 


Lewisham Council recently announced plans to build a new development of temporary housing on the site, but some residents have raised concerns about the loss of play facilities in the area, and want the council to consider renovating it instead.

The meeting is Thursday 20th July at 7pm at the Olivet Baptist Church, opposite the ball court.

Tidemill Garden celebrates its 20th birthday

This weekend the Tidemill Wildlife Garden is celebrating its 20th anniversary with a family open day including games, story-telling, free veggie food provided by the Deptford People Project, a pop-up bar by Little Nan's and bands including The Ukadelix, Cre8ive Choir, Tom Moody, the Inheritors and Rhiannon & the Nightmare.

It takes place on Saturday 22nd July, running from 4pm till 11pm, and will include a community drum circle, a show by the Magic Book Theatre, a treasure hunt and coconut shy/human fruit machine. 



If you can't make it this weekend, why not pop in another Saturday, it's open to the public every weekend (details here). If the council has its way you won't have much longer to enjoy this lovely green space...

Sayes Court Gardens is fundraising!

Sayes Court Garden CIC is fundraising on Spacehive to support its plans to establish a community and outdoor classroom in Sayes Court Park at the top of Grove Street.

Once three times the size, Sayes Court will in time reclaim its lost land and leap the fence into the Convoys Wharf development, being one of two community-led projects that successfully lobbied for space on the site - the other being the Lenox Project. 

They say: "Before that happens, Sayes Court Park will be the community-led testing ground where we imagine and plan what that future will look like. Together we'll transform this neglected park into a source of pride for Deptford and a destination for London. This legacy is an invitation to test, grow and transform a part of the city, making better places to live. Through collaborative workshops, events and a reinstated pavilion, Sayes Court will become a centre for the community once again."

The CIC is looking to raise £40k for a number of initiatives which are detailed on the Spacehive site. Pledges will only be taken if the project reaches its target, so if you want to support these ambitious plans, please pledge, share and help them to raise their profile.

Consultation on first phase of Convoys Wharf development

Convoys Wharf developer Hutchison Property Group has a public 'consultation' event today and tomorrow (Friday 7th and Saturday 8th July) at the Deptford Methodist Church on Creek Road.

You are invited to attend and give your feedback on the plans for the first detailed planning application for the site, which relates to one plot in the first phase of the work (the one marked in red on the plan below). 





Outline planning permission for the site was granted in 2014 after the developer demanded that the mayor of London call the application in, saying that Lewisham planners were taking too long over it and that they were in a hurry to start work.

Scroll forward three years... 'nuff said.

Outdoor bars proposed for Deptford Market Yard


It took an embarrassingly long time for Deptford Market Yard to reach full completion, and there are still a few kinks that need properly ironing out (parking abuse etc), but overall the end result is pretty pleasing.

The quality of finish on the carriage ramp retail units is pretty good, and the public realm stuff is attractive and seems durable, excepting the flimsy bollards which have almost all been flattened by our local drivers and are currently being replaced. The trees add a very pleasant atmosphere to the yard and soften the somewhat hard edges of the brick, stone, steel and timber that is used throughout the rest of the landscaping. As they mature I think this will only improve.



I like the mix of independent tenants in the retail units, although I do worry how many of them are actually managing to make a living; the promised market has yet to materialise and although the managers of the yard seem to be putting on events now and again, I'm not confident it's enough to generate the footfall to bring sufficient business to these units.

There are also ongoing issues that demonstrate how poor the current management is. The flimsy bollards that were initially installed at each end of the yard were promptly battered and eventually flattened by manoeuvring drivers. Wholesale abuse ensued, and with no parking enforcement the yard rapidly turned into a car park. After weeks of nagging the management company put up parking notices, which has improved the situation somewhat, but the installation of the new bollards seems to be taking an unreasonably long time and there are still some serial parking abusers who are going unchallenged.

But the latest plan by owner U&I plc - to bookend the public spaces with two outdoor bars, one under a posh tarpaulin - seems to be heading in totally the wrong direction. If the planning application that has just been submitted gets the go-ahead, you can kiss goodbye to any opportunity to relax while you eat your sandwiches sitting on the benches in the dappled shade of the trees.

The proposals involve nothing more imaginative than dumping two converted shipping containers down on the new paving, and annexing a large proportion of what is currently public space under a fabric roof connected to the street lights and weighted down with huge water containers. Punters will sit at tables that can be folded away at night for storage, but the roof is intended to stay in place - a permanent temporary arrangement.

Permission for two 'bars' is sought - a large one outside the station and a smaller one down at the other end of the market yard, next to the lower part of the carriage ramp.

The larger one has a capacity of 150. 


The leaves of the trees will not be visible to anyone at ground level - the most visible and significant elements of the landscaping will be annexed to act as supports for a plastic tent to keep the rain off those wanting to indulge in what is essentially middle-class street-drinking. 


As well as being attached to the trees, the roof needs guy ropes to tie it down. The proposal suggests that large water containers will serve this purpose. You know the kind of thing.


The design and access statement which forms part of the planning application also suggests that plants in upcycled oil barrels will be dotted around the bar area, presumably to add a bit of greenery to make up for the greenery that you can no longer see. It proposes that patio heaters - one of the most environmentally-insensitive inventions ever - be used inside the tent. 

It also includes designs for the eight market stalls that will be placed opposite the existing carriage ramp, although this does seem a little like an afterthought. Six 'food trucks' will be parked between these stalls - on the diagram below, which has the high street at the bottom and the station top right, the yellow boxes are the bars, the red boxes the food trucks and the blue boxes the market stalls. 



The bar opposite the station would be placed right in front of one of only two public benches in the market yard, thus cutting public seating by half in one fell swoop. The remaining seat would fall within the bar area so it's unlikely to be available for public use, and even if you do get to sit on it you'll only be looking at a load of people drinking. Not to worry, you can always sit on the picnic tables under the tent - provided you have the money for a drink of course.


You're probably getting the drift that I'm not in support of this proposal. I'll set out a few of the main issues as I see it. 

1. The annexing of the public space. 
It's clear from the diagram above that the proposed bar would take over most of the public space outside the station (and quite a bit of the remainder has already been annexed by the bars and cafes at this end of the ramp). The public realm works very well, it has been refurbished to a high standard with good quality street furniture and it looks good. I often see people sitting on the benches enjoying sandwiches or just hanging out, watching the world go by. It can be, and is, used for events - whether that's dancing or a 'carless car boot sale', or any other temporary use. If a bar under a tent took over the space, this genuine public enjoyment would be lost, and temporary events would only be possible if they fitted in the space and outside the opening hours of the bar.

2. Where are the toilets?
No details have been provided of where the toilets will be - or even if there will be any. There is only one toilet for most of the carriage ramp (Little Nan's and Mousetail each have their own) so where are all these customers going to pee? Deptford already has a problem with public urination, this won't help. Perhaps they are going to dump (pun intended) some ugly Portaloos next to the remaining flower beds. Who needs greenery in any case? 

3. Why is it ok for some people to drink outside and not others?
Street drinking. The anchor got the blame for causing problems down at Deptford Broadway, but the street drinking that used to happen there is now rife in Douglas Square, and still causing problems. Why should that be classified as public nuisance but put the drinkers under a tent and charge them more, and it's a legitimate business. It also neatly leads me into the security issues. What's to stop the 'undesirable' drinkers just bringing their drinks and joining the party? Will they have to put barriers round the seating and have security on the door?

4. Loss of amenity.
The vast majority of the ground-level landscaping that was created as part of the public benefit from the development will be squandered. Seats will be unusable, plants will have their light blocked and the flower beds will become a litter trap, difficult to access for maintenance, the trees will become tent poles (and most likely leaning poles at the lower level).

5. Noise nuisance.
Residents in the Deptford Project already suffer noise from some of the units under the carriage ramp - speakers get brought outside by some tenants even though their leases prohibit it - and with a large bar in a mostly hard-landscaped area, the noise from drinkers can only add to this. Other local bars such as the Job Centre and Buster Mantis have limits on when outside drinking areas can be used, to limit noise for adjacent residents. Allowing a huge open-air bar in front of a huge residential building would make a mockery of this and could reasonably lead to other bars challenging such restrictions.

Our air, your health - air pollution in Deptford

How has air quality in Deptford changed in the last 350 years? Scientists from the Centre for Environment & Health, which does research into the health effects of environmental pollutants, are hosting a free event at the Deptford Lounge this Monday.

This will be an evening of interactive activities and talks that will give participants the chance to learn more about how air quality can affect their health.

Find out how you could be breathing cleaner air, and learn how traffic noise and other pollutants might also be having an effect. Scientists from the MRC-PHE Centre for Environment & Health will be on hand to offer expert advice and answer questions. The event is part of the Medical Research Council's second annual Festival of Medical Research.

There will also be several presentations during the evening, including one on air pollution in Deptford from 1661 to the present!

Tea, coffee and soft drinks will be available. The event is free, but the organisers ask anyone wanting to attend to register online.

Deptford anchor consultation

Further to the council report in March which recommended the return of the anchor to Deptford High Street, Lewisham Council has launched a consultation into some aspects of its proposed reinstatement. These include the style and type of textured paving that will be placed around it (to assist the visually-impaired) and whether a plaque should be included, and if so, what this should say.

Current timescale intends the anchor to be back in position in time for Deptford X festival in late September.


The public is invited to respond via the online consultation survey where you can also find background information about the process (downloadable here).

There is also a drop-in session at Deptford Lounge on Tuesday 20 June between 3pm-7pm.



The current documents show the anchor to be somewhat sidelined in the proposed location at the top of the high street; why not have it more central in the streetscape? At the moment it looks like an afterthought.

The history and future of Laurie Grove baths

Things are finally happening in the project to remodel the former public baths on Laurie Grove in New Cross, which is due to become the new Goldsmiths Centre for Contemporary Art. I wrote about the plans a couple of years ago, since when there has been a bit of a fundraising hiatus; but having been prompted to look it up again I see that according to the Goldsmiths website it is due to open this time next year.

If you want to get a look inside, there's an event tomorrow (Thursday 15th) that involves a look back at the history of the building and its future, combined with a special exhibition of collaborative, site-specific installations and coincides with the opening of the Goldsmiths Fine Art degree shows.



The blurb says:

Join us on June 15th, at the Laurie Grove Baths, home of the Centre for Urban and Community Research at Goldsmiths in New Cross, for an evening dedicated to the slippery inheritances of this historic building. 

This event marks the launch of Urban Water Cultures – a series of collaborative public work, organised and supported by CUCR on the urban sociology of water. Talks by Les Back and Sophie Watson will explore the social significance of water and public baths in the city. It will also celebrate the opening of Slippages – an exhibition of site-specific installations. 

The event coincides with the opening of the Goldsmiths Fine Art degree shows, so there will be a rare opportunity to wander around the baths. Slippages is an exhibition co-curated by the Feminist Methods Masterclass, convened by Nirmal Puwar. Eight-storey block proposed for New Cross site

A planning application for an eight-storey block of flats in New Cross is threatening to overshadow neighbouring houses and threaten the productivity of one of the area's few allotment sites.

Developers have submitted a planning application to build 26 residential units on a scrap of land sandwiched between the end of Royal Naval Place and the railway line. A block of eight storeys will impact daylight and sunlight to the terraced houses on Amersham Grove as well as blocking out a substantial amount of the sunlight that the allotment site currently enjoys.


The proposed development takes up nearly all the space on the site, representing a gross over-development of the land, in my opinion. The council's (independent) design review panel agrees; original proposals were for much higher blocks which have since been reduced, but the panel noted that even with the changes this represents a very dense use of the site.

A cynic might say that that eight storeys was always the plan. Start high so that you can offer 'concessions' and get down to the height you actually were aiming for. Bargaining is a way of life round here.

Unless you've walked down Amersham Vale from New Cross Station towards the Old Police Station, you've probably no idea where this site is.

At the moment it is used for storing haulage vehicles, and I can't imagine it's pleasant for residents of the small houses opposite having these huge trucks swing in and out of the tiny street every morning and evening. The land could arguably be usefully employed for housing, and its proximity to New Cross station makes it ideal for a car-free residential development.

But the height of the block and density of the development should surely be questioned by planners? Even the housing development planned for Amersham Vale is only five storeys high, and if this proposal ('Hereford Place') is approved, the size and visual impact of the block would be completely out of scale and context in this location.



Residents on Amersham Vale (shown on the right of the picture above) will lose daylight and sunlight to their gardens and properties if this development goes ahead.  Allotment holders are also voicing concerns that their plots will be completely overshadowed by the new building, which is on the west side of the allotments. The waiting lists for Lewisham's few remaining allotment sites are famously long - eight or nine years is the current waiting time apparently. Allowing developments that make plots unviable is surely not a good idea?

In my opinion the council should be making efforts to improve facilities that support healthy lifestyles - growing your own food promotes healthy eating, not to mention the physical exercise and mental health improvements that come from maintaining an allotment. They offer social contact for plot holders and strengthen community links, not to mention creating natural habitats for birds, insects, bees and so on.

Local consultation on 'Place/Deptford'

Late notice of a rather poorly-publicised consultation event being hosted by Lewisham Council about the proposed construction of a temporary housing site on a corner site of Edward Street/Arklow Road where the disused ball court currently stands.

I wrote about this proposal a couple of months back when it was first announced; tomorrow there will be a public consultation at Charlottenburg Park on Amersham Grove, which is just across the road from the site.


The council is inviting feedback on the proposal and asking for ideas of how the proposed community space might be used. 

If you've not yet had a wander down to see this bit of new public realm, might be a good opportunity to do so.

Sun Wharf revisited

I didn't make it to the 'consultation' event for this Creekside development which took was held last month, but I've been taking a look at the information that the developer put on show and which is now available on the website. It's still not a planning application as such, but I guess we can expect one to be made pretty soon, given that this is the second public event and that's probably more than enough to tick the required boxes.

I wrote about this development at the time of the last consultation, when the building heights were proposed as being seven storeys to 16 storeys high.


Scroll on a year and the revised plans (below) show that the heights proposed range from 'one to two storeys' to 'nine to seventeen storeys' although the information provided on the exhibition boards seems rather deliberately vague, and for some reason (no doubt to justify the height of the main tower) includes the blocks on Kent Wharf next door.


It's not easy to distinguish the difference in heights from the diagram above - if they'd chosen different colours rather than different hues of blue to differentiate the buildings, it would have been a lot easier, and of course the cynic in me thinks that was probably the reason behind the choice. And having one category ranging across potentially eight storeys, in particular since it only applies to two buildings, one of which is not even part of the development, muddies the water even more. 

Who are the 'communications' experts who put together these public consultation events? Since they are being paid by the developers, I shouldn't really be surprised that they seem more adept at creating smokescreens than at communicating basic facts to the general public.


What's all this about, for example? Why would the public care about how you intend to label the different parts of your development? What is a 'Victorian' wharf building in any case? What characteristics does it have and is it anything more than a vague aspiration at this point? Looking at the first image in the post there's nothing distinctly different about these buildings that I can see, frankly this diagram is irrelevant.

But I digress. Here's a few renderings from the 'information' boards for anyone else who missed it.


View from the Greenwich side of the creek, with the railway viaduct shown on the left hand side. Original plans were to open up routes through the railway viaduct, and although that's not explicit in the new details, the renderings suggest that it's still part of the masterplan.

Above is a view from within the development itself, looking south towards the railway viaduct (on a street parallel to Creekside).


Oh look, green spaces! But not for the general public, only for the residents. These will be at 'podium' level, between the housing blocks. 



The renderings include an (almost) separate building for Cockpit Arts, whose current home on Creekside will be demolished to accommodate the development. I assume that they negotiating hard for favourable terms on the final scheme - having an independent building which ensures Cockpit Arts can continue its existing work in Deptford is essential. Presumably they are also in discussions to ensure that any impact on their designer-makers during the rebuild and relocation is minimised.


Of course it's all aspirational at this stage, but I was particularly taken by the level of aspiration needed to envisage the 'wonderful sunny aspect' that this new public realm is expected to have. 
The developers say that they are going to create a new public space 'in the proximity of the historic Normandy Dock inlet' which will have a cafe and outdoor seating. 

Looks quite attractive on the rendering, but in reality it is an east-facing strip of land which will only get direct sunshine for a short time in the morning, being overshadowed by the railway viaduct on the south side. Even its morning light could be threatened if/when Greenwich agrees to develop the land on the other side of the creek, no doubt with more of the high-density type of blocks that are already built on sections of the waterfront that have already been developed. And at the bottom of a seventeen-storey block it's likely to be pretty breezy.

Proposals for Crossfield open space landscaping

Consultation is currently under way (both in Deptford Lounge and online) on the proposals for reinstatement of the open space on Crossfield St once the Tideway Tunnel shaft construction is finished.


At the moment the public realm is a patchy mix of several separate grassed areas (trees having been chopped down several months ago in preparation for the construction work), the remains of the community garden which never really got off the ground, a dropping off/turning circle in front of the entrance to St Joseph's School with a large paved and bollarded area in the middle of it, and various other bits of grass, pavements, hawthorn hedges and so on. The larger, green open areas are pleasant but the rest is frankly a jumble.



It's going to be way worse than a jumble for the next few years of course, with hundreds of lorry movements, noise, dust, disruption and so on as the shaft for the tunnel is excavated, but eventually the area will be reinstated and Tideway has been consulting with 'local stakeholders' to develop proposals for this work.


The area in question (inside the red dashed lines on the map above) is part of the St Paul's conservation area, which sits in between the Deptford High Street conservation area and the Creekside conservation area. 


In case you were wondering what was here before, helpfully there's an old pre-1945 map on the exhibition boards that are downloadable from the consultation page showing the houses that lined Crossfields St before the bombs fell and the post-war clearance took place.

I wasn't able to go to the consultation in the Deptford Lounge when the staff were there, so I only have the information on the boards to go by. I don't know how fluid or fixed the proposals are, what procedures they still have to go through, or even why the boards have put forward three very different options for the space - which in fact suggests that the 'masterplan' is still very much a work in progress.


If that's the case, then great. Certain aspects of the 'preferred' masterplan are rather disappointing and I would hope to see them improved.

Inevitably there are certain constraints that can't be eliminated - the need for maintenance access to the tunnel shaft, and the presence of some above-ground infrastructure including ventilation shafts will be a permanent legacy. But this still leaves plenty of flexibility to make usable, pleasant spaces. 

First the good stuff. I'm happy to see lots of new trees in the masterplan - let's just hope they make it past the powers that be, and don't have to be eliminated to address 'security' concerns or because they are blocking the vision of the CCTV cameras. The CCTV cameras that are generally worse than useless when it comes to needing evidence of a crime. 

I like the trees that are proposed down the middle of Deptford Church Street - it's an awful road at the moment which is way too wide and consequently when it's not blocked by stationary traffic it is abused by speeding traffic, depending on the time of day. Narrower lanes and a tree-lined central reservation, with wider crossing points, would help reduce traffic speeds.

I also like the proposals to open up the views of the church and access to the churchyard, so that it is more welcoming to the community. The rear gate of the churchyard is kept locked these days, which means I rarely go inside the walls - when it was open I regularly strolled through it. 

One long-term aspiration for pedestrian links in Deptford has been opening up access through the railway viaduct to Resolution Way and Wavelengths, and that's shown on here with the front of the viaduct proposed as a 'dining and events' space. I assume one of the arches would be opened up on this side to accommodate a cafe/bar premises, although there is probably enough space for a purpose-built premises on the land there.

What I find particularly disappointing is the way in which the central green space is criss-crossed by so many footpaths that its 'green' purpose risks being completely eroded and the space turned from a grassy play area to a network of paths with a few bits of green in between. For a start the long footpath that runs parallel to Crossfields St, right through the middle of the green space, seems redundant - surely people would walk down each side of the green if they were passing through, and planting could be used to encourage that? If they are happy to linger, they won't necessarily want to go in a straight line. 

Not only that, retaining highway access and associated parking on both sides of the green space is totally unnecessary in my view. Why not close one side off and claw back more space for greenery and for pedestrians? It seems a retrograde step otherwise.

And how about some greenery at the west end of the street, outside the school? I don't like the fact that it's all been paved rather than greened; seems to suggest that the council has longer term plans for this area than they are willing to admit. 

There are lots and lots of trees but they seem entirely undefended from the vagaries of the drivers dropping their kids off at the school or parking to go to church. We've seen on Frankham St how little respect drivers have for trees, and learned that serious protection is needed, so I hope those lessons learned will come into play.

I think there's a real risk of this space becoming 'over engineered' and turned into something that needs too much maintenance and is ornamental rather than useful. I have the distinct impression of the site being divvied up into packages of land each designed and labelled for a specific use rather than any effort being made to create a pleasant space that is adaptable to a range of uses. 

 

I do think there is more potential in the alternative options that are included on the boards, although there's no annotation so I'm having to go by the pictures alone. This one seems a lot less formal and structured, and also retains more green space at the west end of the site although there's still too much space given over to vehicles in my opinion.

Sun Wharf proposals - more consultation

As Deptford residents approach consultation saturation point, news of another consultation. Plans to redevelop Sun Wharf (which currently houses Cockpit Arts and Jones Hire) were first announced more than a year ago and I wrote about them at the time.

Apparently these proposals - for 'a mixture of commercial space intended for affordable artist studios, new homes, a new public square, and opening up a new pedestrian route to Deptford Creek - have been developed further and new proposals are now ready to be 'consulted' on again.


Who gave this job to the freelancer who's still chasing payment for their last invoice?

With the existing Cockpit Arts building set to be demolished, the proposals include providing a new purpose built home for the long-established Creekside organisation. Hopefully whoever designs the signage for the new building will be a bit more conscientious with the spell-checking than the person who mocked up the rendering above. Apart from getting the name wrong, looks quite nice and fluffy from this angle.

Plans will be on view at the Creekside Discovery Centre on Wednesday 24 May and Thursday 25 May from 4pm - 8pm.

Proposals for Deptford railway bridge lighting installation

Proposals to commission a lighting installation to brighten up the underside of the railway bridge over Deptford High Street have reached the consultation stage.

As part of the high street improvement works artist Peter Freeman has been commissioned to come up with some designs for the site - a stretch of the street that is home to twin telephone boxes and usually only loved by buskers and beggars seeking shelter from the rain.

Three different lighting schemes have been proposed (details can be downloaded here) and all three renderings show them with rainbow lighting although the proposals are for colour changing lights to be programmed based on three different scenarios. The positioning of fixtures and direction of the lighting also varies between the three.


Rainbow bridge: 'rainbow effects with different colour combinations for each month of the year' (I assume this means the same colours just in a different order).


Birthday bridge: 'colour combinations chosen by local residents and school children to honour their own birthdays. The birthday list could also include the birth dates of loved ones and locally famous residents from the past'.


The light loves you Deptford: 'lights on the bridge will be programmed to change colour on significant dates and for international memorial and celebration days, for example turning green on St Patrick’s Day, pink on St Valentines Day and multicoloured on Chinese New Year (not red?). The exact days and colours would be chosen in consultation with local stakeholders.'

The online consultation is open until 26th June and proposals will also be on show at a drop-in session with the artist at Deptford Lounge on 23rd May from 3-7pm.

Public exhibition of design proposals for Crossfield Street open space

Proposals for the reinstatement of Crossfield Street open space after the Tideway Tunnel work has been completed are on show at Deptford Lounge for a week from today Saturday 6 May.

Council officers working on the project and representatives from the design team will be available to answer questions and talk about ideas for the space on Wednesday 10 May from 4-7.30pm and Saturday 13 May, 9.30am-12noon.

Marcella

Another new restaurant coming soon to Deptford High Street; Marcella is the sister restaurant to Artusi in the peak-hipster Bellenden Road district of Peckham. A road that used to describe itself as being in East Dulwich.


Marcella has been bubbling under for some time, with the former Vietnamese restaurant on the corner of Ffinch St undergoing an extensive refurbishment over many months. I've been following progress impatiently.  Looks like it will finally be opening this month, according to the website.

In earlier days
It describes itself as 'Italian inspired' and if it's anything like the Peckham original, the menu looks interesting and reasonably priced by London standards. I do have a bit of a backlog on the eatery reviews at the moment, but as long as I am able to fight my way past the Guardian/Time Out/Evening Standard restaurant reviewers and journos who according to Twitter are now flocking to Dirty Deptford's streets, I hope to post a review in due course.

If you're popping down to have a peek, don't be fooled by its neighbour. This is not another eatery - it's an estate agent; we've got almost as many new ones of these as we have eateries! They have been a little premature with the gaudy sign as there's no indication it will be ready to open in the immediate future. But if the streetlights should fail at least you'll be able to find your way down the road by the glare of its fluorescent green glow.

Deptford train service levels set to dwindle further

Local transport campaigners are protesting to Southeastern Railway about its failure to honour a commitment to reinstate train services to the frequency the line enjoyed before the Thameslink work at London Bridge began.

The Greenwich Line Users' Group has been examining the proposed timetable changes due to come into force in January next year when trains on this line will finally begin calling at London Bridge station again. According to chair Mike Sparham, despite Southeastern Railway committing to restore services to pre-2015 levels, the service is actually set to be reduced.

When Greenwich line trains resume stopping at London Bridge next January, it will inevitably result in a rise in passenger numbers on these trains, the group believes. But Southeastern has no plans to increase services to address this, and GLUG points out that the Greenwich line absurdly has more frequent off-peak services than it does in peak hours.

"In the height of the evening peak hour, there is one gap in service of 22 minutes (17.28 – 17.50) followed by a further gap in service of 24 minutes (17.50 – 18.14). In the off-peak hours there would be five trains in such a 46-minute period, compared with only three in the peak hour. To add insult to injury, the 17.28 has only six carriages" the letter says.

In 2014, GLUG points out, there were 17 trains leaving London Bridge for Greenwich in the two-hour evening peak from 16.30 to 18.30, with a total of 126 carriages.

In the 2015 timetable, this was reduced to 13 trains and by August 2016 it was reduced even further to just eight trains (from Cannon Street) with only 62 carriages - less than half the number three years ago.

GLUG acknowledges that this decline was accepted as a temporary measure, but stresses that the reasons for the reduction will no longer apply after January.

"In our response on the August 2016 timetable, we sought an assurance that the full peak hour service would be restored...but [proposals suggest] the evening peak service....will still be well below the previous service. There is no increase at all in the morning peak up to London."

The letter repeats a point which is frequently made across this part of southeast London, that the service plans also fail to consider the huge level of development which is under way in the region. Passenger numbers are rising steadily and will continue to do so as the developments planned for Deptford, the Greenwich peninsula and Charlton riverside come to fruition.

However GLUG is well aware that with Southeastern's franchise due to finish at the end of 2018, little is likely to change in the short term.

Deptford Jack in the Green

Next Monday being the first of May, the Deptford Jack in the Green will be out with the Fowler's Troop on the streets of Deptford and environs.

Traditionally the Jack, musicians and assorted hangers on spend the afternoon visiting half a dozen or so pubs in south east London or sometimes in the City of London, having a drink or two at each one before promenading off to the next one.

The list of pubs and estimated time of arrival (which gets more unreliable the further down the list you go) is usually published ahead of time on the Deptford Jack website - but if you've got no other plans it's probably best to  just pitch up at the Dog & Bell at about midday and tag along.

The tradition always takes place strictly on May 1st; since it falls on a bank holiday this year, it's a great opportunity to enjoy this old Deptford custom, albeit one which was revived a few decades ago. It's quite a quirky spectacle too - ten foot of leaves and petals lurching around the streets of the Ashburnham Triangle can be entertaining, especially when accompanied by its costumed, musical and often quite rowdy troop.

New Cross & Deptford Free Film Festival

One of my favourite annual local events starts this Friday when the New Cross & Deptford Free Film Festival kicks off at the White Hart in New Cross.


I love the fact that you can see a shedload of films for free; they include old classics and firm favourites; and you can watch them indoor or outdoor, powered by cycles, at unusual venues ranging from bars to churches, cafes, schools and shops, as well as at the oldest, purpose-built housing coop in the UK, 

Hell you can even watch them in our own local cinema!

The programme includes a couple of intriguing director Q&As including one presented by the 'Remakesploitation film club' which is a showing of the documentary Remake Remix Rip-Off which 'tells the bizarre history of Turkish remakes of Hollywood films such as The Exorcist, ET, Rambo, Superman, and Star Trek.' Director Cem Kaya will be coming over from Berlin especially for this event and he will introduce the film and hold a Q&A afterwards.

The documentary 'Sewol' tells the story of the Korean ferry that sank in 2014 killing 304 people, most of them schoolchildren. It is still not known why the ferry sank and why no coordinated rescue attempt was mounted. As the relatives of the victims fight for a thorough and independent investigation, they come against an uncaring government and hostile news media. This documentary film tells the story of the Sewol families: their grief, and their efforts to bring improvements in a nation whose democracy is faltering under a corrupt presidency. There will be a Q&A with director Ok-Hee Jeong afterwards.

For something a bit more lighthearted you could try the singalong Sister Act 2 at Little Nan's, or The Adventures of Priscilla, Queen of the Desert which is being shown at the Brookmill pub and is followed by a disco, what else?

If your bike needs fixing, take it along to Folkestone Gardens on Friday 28th April from 6pm onwards where Lewisham Cyclists will be holding a 'Dr Bike' drop in repair session before the bike-powered showing of Breaking Away starts at 8pm.

It's not all film screenings - on Saturday 29th there's an 'iphonography masterclass' for young people and launch of the 'My Lewisham' challenge at Somerville adventure playground. The masterclass is a ticketed event (although tickets are still free) so booking is essential.

All films are free, it's first come first served, and the festival is run entirely by volunteers - so please give them your whole-hearted support!

Temporary housing scheme proposed for Deptford

Lewisham Council has put forward a proposal to build 31 temporary homes on a disused playground in Deptford, using a similar scheme of modular construction to that which was trialled in Ladywell.

An update on the council's new homes programme, which is being presented at the council's housing select committee next week suggests that the Deptford scheme would build on the lessons learned from Place/Ladywell and could provide a mix of two and three-bed housing units for people in 'acute housing need' - i.e. currently housed by the council in temporary accommodation such as bed and breakfast. There are 1,800 'households' currently in this situation in Lewisham alone.


At this stage details are outline - a feasibility study has been completed and the next phase will require additional funding from the council so that officers can commission the full design and planning process. The council is hoping to apply for GLA innovation funding to pay for the construction, which is estimated at around £6.5 million. The scheme might also incorporate community and/or commercial space on the ground floor.


The proposal involves modular construction of housing using prefabricated units that are made off site and are designed to stack together. They can subsequently be dismantled and moved elsewhere if necessary, but according to the council report, the intention is to apply for planning permission for the site to be permanently used for temporary accommodation.


The site is currently occupied by a games court which was used by Deptford Green School when it was in its former location, just across the road. Since the school relocated and got new sports facilities, the court has not been maintained and is in a poor state. The gates are being left unlocked to prevent kids scaling the fence to get in. Whatever its condition, the loss of recreation space is something that needs addressing - the report suggests that improvements could be made to the games courts on Evelyn Green, which is very close by.


I went along to have a look at the site and was surprised to find three mature and exotic trees along the strip of land next to the court along Arklow Road. My eye was caught by the beautiful and dramatic flowers on this tree, which I found out via Twitter is a Sophora, probably a type of Kowhai - the Maori name for this species of native New Zealand tree. 

Alongside is a huge eucalyptus with incredibly pungent leaves and another rather less distinctive tree that also looks as if it might be an exotic species. I have no idea how these trees came to be planted on this piece of land - if anyone has any information, please leave a comment as I would love to know!

I note that some trees are shown on the rendering above, but as I know all too well this could just be 'indicative', so I'll be looking keenly at the details of the planning application to check that they are going to be retained.

Report backs the return of the anchor to Deptford High Street

A report into the feasibility of returning the anchor to Deptford High Street has recommended it be returned to the south end of the high street.

The report by consultant BDP was commissioned by the council following continued pressure from Deptford residents and local groups, and the 'Give us back our bloomin' anchor!' petition by Deptford Is Forever/Deptford Society which attracted more than 4,000 signatures.

The cost of returning the anchor - which is currently being stored in a shed in Convoys Wharf - is estimated by the report to be approximately £24k. This would include cleaning the anchor (which  since being put in 'secure' storage now has graffiti on it ) and creating an area of contrasting paving around it to prevent visually-impaired people from walking into it.


The BDP report considers other options for relocating the anchor, including Giffin Square, but concludes that the south end of the high street is the most feasible.


The report comes before the mayor and cabinet meeting next Wednesday. Council officers have recommended agreement to the return of the anchor; they also suggest that crowd funding be used to raise at least some of the cost of doing so.

28 Deptford High Street - no time to lose!

Three years on from the initial proposal that 28 Deptford High Street (the former Law Centre) should be refurbished and made available for 'community use', prospective tenants are being given just a few weeks to put forward business plans and bid to take over the space.

The funding which has been used to refurbish the shop has come via a rather convoluted route from the Outer London Fund money that was awarded for improvements to the south end of the high street five years ago.

Although the high street refurbishment works and repaving were finished some years back, the cost of the work was less than had originally been predicted, and the council applied to redirect the remaining GLA grant money for other uses in Deptford, rather than having to hand it back.

The first proposal was to fund the relocation of the train carriage cafe which was removed when work on the Deptford Project carriage ramp began. (If the train carriage cafe is before your time, just keep your eyes peeled and you'll be sure to see it mentioned in some developer's Deptford-is-so-cool puff piece within a few weeks...)

The option of redeploying the train carriage in Douglas Way next to the Albany was explored, but this fell through and the money was subsequently redirected to 28 Deptford High Street.



The building is owned by Lewisham Council and has been closed for umpteen years now. As well as bringing the ground floor shop unit back into use, the council proposed to convert the upper floors into self-contained flats that could be rented out.

The shop would be let at a peppercorn rent for a set number of years to a tenant who would 'continue the work to animate the high street through a programme of changing offers in the shop'.

That plan was originally mooted in 2014. Since then, the shop has lain empty, despite being advertised for rent in 2015. Enquiries by local artists wanting to use it to display their work during Deptford X were thwarted by council red tape and demands for unreasonable rent, suggesting that the desire to 'animate the high street' was not a serious one.

Fast forward to 2017 and all of a sudden there's a sense of urgency with the council looking for 'social entrepreneurs, community and cultural organisations' to take on a short-term lease in the shop.

Potential bidders are being given just a month to draft and submit expressions of interest - although you don't even get to see inside the shop until ten days before the deadline, and viewings are by appointment on two specific days only.

There's a lot of work to do for the first phase, including business plan, budget, details of tenant team staff, etc and if you get shortlisted, you'll be expected to have your detailed submission ready within 12 days of being notified. There is an unholy urgency going on to get someone in there that belies the past three years' sloth. I very much doubt that community or cultural organisations have the resources to come up with detailed submissions that meet these criteria at the drop of a hat, often being staffed by volunteers who do it in their spare time. Even social entrepreneurs may struggle if they are small organisations that already have a full workload - and will they want to take on another commitment in any case?

It's down to the bidder to suggest what rent they are prepared to pay, so business plans will need to be realistic and thoroughly researched rather than 'back of the fag packet' style.

The expression of interest form states that the council is not looking simply at income - they aren't necessarily going for highest bid. But it's questionable whether they will get a the range of offers they would like, if they are wedded to such a short timescale.

Artist sought for Tideway commission in Deptford

Updated: Don't give up the day job just yet, it seems someone's for the high jump as the first application form significantly overstated the artist's fee. The commission has now been announced on the Tideway Tunnel site with the correct file linked, stating the much more modest artist's fee of £27k. 

A widely-publicised call for artists to design hoardings to go around the Thames Tideway work site on Crossfields Street in Deptford was issued last year. The chosen artist for the commission, submissions for which closed last month, will be working with pupils from St Joseph's RC primary school, which is right next to the site.

But it seems that Tideway is also looking to commission a much more significant piece of work for the site, which will be permanent and could include seating and other public realm improvements, as well as sculptural elements.

The commission is one of a number which are intended to be installed across the whole tideway route, as set out in Tideway's public arts strategy.

According to the invitation:
"The project will enhance an existing public open space adjacent to St Paul’s Church in the centre of Deptford. Key objectives of the public art programme and central to this commission will be to:

  •  Enhance the high quality public spaces and experience of the river for Londoners and visitors 
  •  Stimulate a new sense of pride in and new perception of the tidal River Thames and the wealth of opportunities that it provides 

Proposals and designs are expected to engage audiences in different ways; creating pleasure, celebrating people or places, being provocative, engaging audiences in new ways of experiencing or thinking about a place. 

We welcome applications from artists working in all disciplines, though given the nature of commissions we require prior experience of working at scale and in three dimensions. We especially encourage applications from artists who are based in London Borough of Lewisham or with a good knowledge of the Deptford area."

The only place I was able to find the invitation for the commission, the total fee for which is £47k, was on the website of Lewisham Education Arts Network. There does not seem to be any wider publicity of this commission, a fact I found very odd considering the size of the commission and its significance to Deptford.

Deadline for applications is 2 April 2017 so potential bidders need to get their skates on.

Old Tidemill Garden: Support a better deal for Deptford

If' you're wondering why the redevelopment of the former Tidemill School on Frankham Street still hasn't started yet, you can find out more this Saturday.



The Old Tidemill Garden will be open and will be hosting 'Stand up and support a better deal for Deptford' in collaboration with the campaigners who have been battling against the council and its developers for several years now to try and get a better outcome from the redevelopment of the site. Members of the campaign group will be in the Deptford Lounge from 11am to 3pm to explain the issues and the current situation.

Concerns focus mainly on the demolition of existing social housing, lack of clarity over the 'affordable' element of the new development, the impact on residents in Frankham House and Princess Louise Building, including loss of light, and the loss of green space, mainly the community garden.

I wrote about the development last year; since that time the council claims that it has been working with campaigners to get a better deal for the community. The proposals came before the council's strategic planning committee last December and the committee agreed to defer a decision for the following reasons;

1. for clarification of impacts on neighbouring properties, particularly Frankham House and Princess Louise Building, in respect of daylight and boundary treatments;
2. for re-consideration of the way the proposed open spaces and communal areas would be run, managed and shared in order to compensate for the loss of the former school garden, particularly with regard to their use by children;
3. for justification of the demolition of Reginald House and details on the terms of re- location of residents of Reginald House; and
4. for the net contribution to affordable housing to be clarified.

What has happened since? From what I hear on the grapevine, very little.
